But when you continued to peek through the document, this little nugget appeared: An appeals process pursuant to Article 46 (Commissioner Discipline) of the Collective Bargaining Agreement for players or to applicable club or league procedures for non-players. In laymans terms that means Goodell remains in his position of judge, jury and executioner when it comes to all personal-conduct issues in the NFL.
